HEERF Quarterly Report
The Higher Education Emergency Relief Fund (HEERF) was originally authorized as part of the CARES Act, which was passed by Congress on March 27, 2020. Additional aid (HEERF II) was signed into law as a provision of the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSAA) on December 27, 2020, with a third portion (HEERF III) authorized through the American Rescue Plan (ARP) on March 11, 2021. Together, these funds provide over $72 billion dollars in support of higher education to serve students and ensure that learning continues during the Covid-19 pandemic.
The following information is provided in compliance with federal reporting requirements. The Department of Education has released a new reporting template, effective as of the quarter ending June 30, 2022. This report combines expenditures for both the student and the institutional share of emergency funds.

HEERF III
The Juilliard School has signed and returned to the Department the Certification and Agreement and the assurance that the institution intends to use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to students.
The Juilliard School received $647,830 on May 12, 2021 from the Department pursuant to our Certification and Agreement for Emergency Grants to Students.
- As of June 30, 2021, $12,660 in emergency financial aid grants were distributed to 13 students.
- From July 1 to September 30, 2021, $305,384 in emergency financial aid grants were distributed to 145 students.
- From October 1 to December 31, 2021, $70,450 in emergency financial aid grants were distributed to 57 students.
- From January 1, 2022 to March 31, 2022, $109,950 in emergency financial aid grants were awarded to 88 students.
As per recent federal guidelines, all students are now eligible to apply for a HEERF grant. We expect 931 students to be enrolled for the fall 2021 semester. Grants range from $500 - $5000 with priority given first to Pell recipients, then students with outstanding student loan debt, then others on a case-by-case basis.
Reminders regarding HEERF availability and a link to the application was emailed to all continuing students who applied for aid for the 2021-22 as part of their financial aid renewal notifications. A separate email was sent to all enrolled students and faculty on June 11, 2021, with informational flyers posted around the school. An additional email was sent to 2021-22 federal Pell grant recipients on August 9, 2021 and to individual students who still had outstanding fall balances after the start of the fall semester. Most recently, an email was sent to Pell grant recipients on November 10, 2021.
Outreach was also conducted as part of other school-wide initiatives centered around food insecurity, outstanding tuition balances, upcoming travel reminders. These were included in weekly e-blasts to the student body and to individual students as needed.
HEERF II
The Juilliard School has signed and returned to the Department the Certification and Agreement and the assurance that the institution intends to use the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to students.
The Juilliard School received $262,100 on January 19, 2021 from the Department pursuant to our Certification and Agreement for Emergency Grants to Students; however, because Juilliard was subject to the excise tax, only 50% of that allocation could be used. The remaining 50% of the amount advanced to students was funded by the institutional portion of the HEERF II grant as required by federal regulations.
All funding from HEERF II has now been expended. HEERF II funds were distributed in the following manner:
- As of June 30, 2021, $262,100 in emergency financial aid grants have been distributed to 316 students.
At the beginning of the 2020-21 fiscal year, approximately 615 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus eligible to receive Emergency Financial Aid Grants to students under CRRSAA. However, the America Rescue Plan (ARP) expanded eligibility to include all enrolled students regardless of federal student aid eligibility. This provision included international students and was retroactive to any remaining HEERF II funds. Therefore, the total number of eligible students expanded to 899 students.
To comply with the mandate to prioritize the neediest students for these funds, we distributed checks of $700 each to 290 students who were receiving either federal Pell grants or federal student loans. These students were emailed on May 28, 2021 notifying them of the award; no application was required.
The remainder of the available HEERF II funds were available by application. The HEERF II application was revised to allow students to indicate whether they preferred that the funds be applied to their tuition balance and to explain their additional expenses and/or financial need. Grants ranged from $500 - $2,000 based on financial need.
HEERF I
All funding from the federal CARES Act has now been fully expended. Please see below for information regarding use of these funds.
CARES Act Quarterly Report
Each institution applying for HEERF funds is directed to comply with Section 18004(e) of the CARES Act and submit an initial report (the “30-day Fund Report”) to the Secretary thirty (30) days from the date of the institution’s Certification and Agreement to the Department. The Juilliard School has signed and returned to the Department the Certification and Agreement and the assurance that the institution intends to use no less than 50 percent of the funds received under Section 18004(a)(1) of the CARES Act to provide Emergency Financial Aid Grants to students.
The Juilliard School has received $262,100 from the Department pursuant to our Certification and Agreement for Emergency Grants to Students. The funds have been distributed in the following manner (cumulatively):
- As of June 10, 2020, $117,825 in emergency financial aid grants were distributed to 148 students.
- As of July 24, 2020, $151,960 in emergency financial aid grants were distributed to 184 students.
- As of September 30, 2020, $193,310 in emergency financial aid grants were distributed to 218 students.
- As of December 31, 2021, $220,810 in emergency financial aid grants were distributed to 235 students.
- As of March 31, 2021, $256,210 in emergency financial aid grants were distributed to 243 students.
- As of June 30, 2021, all $262,100 in emergency financial aid grants have been distributed to 245 students.
For the 2019-20 fiscal year, approximately 586 students were eligible to participate in programs under Section 484 in Title IV of the Higher Education Act of 1965 and thus are eligible to receive Emergency Financial Aid Grants to students under Section 18004(a)(1) of the CARES Act. For the 2020-21 fiscal year, 615 eligible students were enrolled.
An initial email was sent to all enrolled students on May 11, 2020, informing them of the grant, including a link to a short application posted on our website. Additional outreach was conducted to encourage Pell-eligible students to apply. Grant amounts were set from between $500 - $1,000, prioritizing the neediest students. Reminders were sent throughout the summer along with financial aid notifications for the upcoming year. For the 2020-21 academic year, an email reminder was sent on September 2, 2020 to all enrolled students for the fall 2020 semester along with additional outreach to Pell-eligible students. The most recent reminder was sent to all students on December 7, 2020.
Students were required to itemize the additional expenses caused by the disruption of campus operations and certify that they would spend the funds as indicated on their application. Students who had not filed a FAFSA for the current award year were required to do so before they could be considered for the funds.
